got a response from one of the council members in response to my email:

Ms Carlson, first off my apologies for the way you and your fellow runners were treated on your recent visit to the City of Ventura. While there haven't been any reported situations such as you just described that I am aware of there has been a definite vibe taking hold at that parking lot that mirrors what you have stated.  As a long time Ventura surfer and frequent user of the lots at the Fairgrounds and Surfer Point I have observed an element that has begun to creep into the mindset of some of the surfers and it is exactly as you have described. C-Street (Surfer's Point) over the years was always an accommodating break with local surfers accepting the influx of transient surfers as long as there was respect for the Surfer's Code in the water. It is obvious this has changed over the last couple years as more and more "localism" has crept into the mindset of local surfers. 

To combat the spread of this so called "locals only" mentality along with issues of vagrancy the City through the Ventura Police Department along with the City's Parks & Recreation Committee just last month has taken up the issue of timed parking with a 4 hour limit with no re-parking for that day along with the idea of paid parking to ensure turnover in the spaces. The Committee hopes to make a recommendation to the City Council for action in the very near future. While that action won't erase the horrible experience you had at Surfrer's Point recently I sincerely hope it will prevent someone else from experiencing what you had to go through.

By taking the time to write about that horrible experience Ms Carlson, you have put your voice forward in helping the City rid itself of this element and improve the situation for visitors and residents alike. Along with the Mayor and the rest of the members of the City Council we can not thank you enough for helping us improve our fine City!
